Het verhaal speelt zich af in 1940 waarin Nederland is bezet door de nazi's. De Hollandse vrijheidsstrijders en Britse troepen werken samen om de Duitse Keizer Wilhelm, die al sinds 1917 in ballingschap in Nederland leeft, te bespioneren.
